Digitization of Learning Content in Facing the Increasing Number of Functional Positions of Community Self-Reliance Motivators (PSM)
A Case Study of the Yogyakarta Special Region Government Organization

Regarding to Administrative and Bureaucratic Reform (PAN-RB) Ministerial Regulation Number 17 of 2021 concerning Functional Positions which regulate the equivalence of structural to functional positions, this regulation includes the transition of Echelon III Officials to functional position of Middle Expert, Echelon IV Officials or Supervisors to functional position of Junior Expert, and implementers the functional position of First Expert. One of the most chosen functional positions is the Functional Position of Community Self-Reliance Motivators (PSM). It is proven by the fact that the PSM functional position is the fourth largest position in government functional positions with a total of 3.089 people. Therefore, as the governing board, the Ministry of Villages, Development of Disadvantaged Regions and Transmigration (Kemendes PDTT) needs to develop a learning content through digitalization to increase the capacity of Community Self-Reliance Motivators (PSM) throughout Indonesia. The recommendations of this policy brief are (1) to organize a Coaching Clinic for functional position of PSM face-to-face; (2) to create a learning content needed by functional position of PSM; (3) to attend a minimum of 20 hours of lessons per year as a requirement for Community Self Supporting Motivators (PSM) to get promotion/advancement.
