Village Sustainable Development Goals as an Asymmetric Development Policy in Villages

Abstract

Since the enactment of Minister of Village, Development of Disadvantaged Regions, and Transmigration Regulation Number 21 of 2020 concerning the General Guidelines for Village Development and Empowerment of Village Communities, as a follow-up to the Republic of Indonesia Presidential Regulation Number 59 of 2017 regarding the Implementation of Sustainable Development Goals (SDGs), there has been a significant shift in the direction of rural development. This regulation mandates the implementation of SDGs as the primary guide in the village development process. In response to this, a mobile-based SDGs application has been developed and deployed at various levels, including the village, neighborhood units (RT/RW), household, and individual levels. However, in its implementation, there are several challenges with the web-based application, leading to some data not being precisely read by the system. Issues involve the duration of login sessions, resulting in data loss, problems with data filling not being saved in time, impacting unretrieved data, questionable validity of citizen data, and issues with new enumerators accessing passwords and previous Employee Identification Numbers (NIP). Therefore, proposed follow-up measures involve the Village Data and Information Center of Villages, Disadvantaged Regions, and Transmigration as the main entity in the development of the SDGs Desa application and website. Improvement efforts include enhancing the quality of the SDGs Desa application by extending login session times and organizing awareness campaigns by the Village Data and Information Center towards village facilitators regarding the SDGs Desa application updates. Additionally, the unification of questionnaires between the website and forms is necessary to avoid confusion among enumerators during data input. Before the transition from old to new enumerators, it is recommended to conduct a meeting to discuss task handovers, including discussions on inputted data, and providing access related to passwords and usernames. Village heads are also advised to conduct a re-census of the village population to ensure data accuracy, covering information on residency status, temporary and permanent relocations, as well as birth and death data. These steps are expected to enhance the validity and sustainability of the SDGs Desa implementation.
