Abstract

Professional Certification Institutions (LSP) of The Ministry of Village, Development of Disadvantage Region, and Transmigration was established in 2019 under the Agency of Research and Development, Education and Training, and Information before it was reorganized. The moment after the reorganization of Ministry of Ministry of Village, Development of Disadvantage Region, and Transmigration in 2021, Professional Certification Institutions (LSP) was under the Human Resources Development Agency, but it wasn’t specifically in which unit of Echelon II. On the other hand, users who need to be certified each year are >30,000. The impact of the absence of a technical work unit that specifically handles certification is first, the implementation of certification has not been optimally directed, so that the target in the implementation of certification has not been as expected. Apart from that, the standard development process has not been integrated with the unit of Echelon I or Echelon II, which requires standard development in the certification work plan. Second, the implementation of certification does not have a specific budget plan and also does not have a structured organizational plan. The implementation of activities is more agile because it does not have its own employees and there is no monitoring and evaluation of performance to support the sustainability of activities; Third, currently each Echelon I unit submits SKKNI directly to an external party, namely the Ministry of Manpower, this is due to the absence of a work unit that specifically handles standardization, whereas with the existence of a special directorate for standardization, each of Echelon I unit only needs to submit SKKNI to the internal Ministry of Villages before it is sent to an external party. Therefore, the Professional Certification Institutions (LSP) of the Ministry of Villages, Disadvantaged Regions and Transmigration needs to have a special unit called the Certification and Standardization Center which oversees the Standardization Section to discuss SKK and SKKNI, the Certification Section to certify users, and the Certification Institutional Section to handle LSP partners of the Ministry of Villages, Disadvantaged Regions and Transmigration.
