Abstract

Disasters can cause damage and loss to humans and the entire environment. Indonesia often experiences natural disasters such as volcanic eruptions, tsunamis, floods, and various other types of disasters. Various disasters have also hit the transmigration area. Various anticipatory and countermeasures have been and must always be carried out. Community-based disaster management must start before the disaster occurs, during the disaster, and after the disaster. Disaster mitigation consists of structural countermeasures and non-structural countermeasures. In disaster management, there are three phases, namely the pre-disaster phase, the crisis phase, and the post-disaster phase. All stages of disaster management will be analyzed using three management, namely disaster risk management, emergency management, and recovery management. Pentahelix in disaster management could also be implemented at every stage of a disaster in the transmigration area.
