Organizational Structure, Work Procedure, and Transmigration Development Acceleration Model

Based on Presidential Regulation Number 172 of 2024 concerning The Ministry of Transmigration, The Ministry of Transmigration has an organizational structure consist of four Echelon I Work Units and two Expert Staffs under the supervision of the Minister. Echelon I Work Units consist of, General Secretariat, Inspectorate General, and two Directorate Generals in the field of Construction and Transmigration Area Development, and the field of Economic Development and Empowerment of Transmigration. The organization structure above seems to be less able to answer the problems, especially in supporting the President’s vision and mission, such as food and energy self-sufficiency and reducing poverty in eastern of Indonesia, also equivocal in responding the transmigration land issues. Another transmigration issue is, the model of transmigration development is no longer supported by partnership pattern such as the Pola Inti Rakyat (PIR-Trans), this model is no longer implemented with a funding scheme like the New Order, also the budget is decreasing every year, so it will be difficult to implement President vision and mission. Therefore, a good organizational structure is needed to address the main problems of transmigration by adding the Echelon I Work Unit and II in charge of land procurement, certification, land conflict resolution, and handles data and information. Moreover, the recommendations for transmigration development models is: developing a partnership with State-Owned Enterprises and private companies, for example having partnership with PIR.
