Role Evaluation of Professional Assistance in Village Development and Village Community Empowerment

Professional Village Assistance (TPP) in assisting the village that directly deals with the community are called Village Facilitators (PD) and Local Village Facilitators (PLD). Village Facilitators (PD) and Village Local Facilitators (PLD) have a very important role in assisting villages to achieve village equality and development, as well as empowering village communities. Based on the results carried out by short interviews with stakeholders that utilize PD and PLD services in several villages and sub-districts, governments and institutions in districts and provinces, as well as village communities, they admited the role of PD and PLD is necessary. However, they also complained about various performance obstacles that occurred, including PD and PLD qualifications that did not meet the expectations of village and sub-district stakeholders, inadequate capacity and competence to assist, performance that was not optimal, the number of PD and PLD that was not comparable to the number In villages there are still very few PD and PLD who are certified and have certain competencies, PD and PLD who have no experience in providing community assistance, and various other things. Based on the results of the analysis, several recommendations were obtained, namely that the Government or relevant stakeholders need to create regional zoning for the division of work areas and compensation for PD and PLD, Recruitment of PD and PLD in a professional, accountable, and conflict-free manner, and the addition of certain or technical qualifications required by the village, the Government or Relevant stakeholders need to develop competency indicators or standards that must be possessed by a PD and PLD, carry out competency certification for PD and PLD.
