Formulation of Village Minimum Service Standards

The village as an extension of the government that can regulate its own territory has the authority to organize village governance, implement village development, foster village communities, and empower village communities. The village as the government has an obligation to provide services to the community, but the services provided do not have standards so that the type and quality of services provided vary. There are still many people who get unsatisfactory services such as slow and unaccountable administrative services, as well as services related to inadequate public facilities.
The Minister of Home Affairs Regulation No. 2/2017 has provided guidance on minimum service standards in villages, but the standards provided are only limited to administrative services, not in accordance with public service standards and what is the authority of the village. The Village Minimum Service Standards (SPM) compiled in this policy brief include the types of services under the authority of the village, indicators of services, measurement of service standard achievement, and strategies for achieving standard achievement. One of the recommendations offered in this policy brief is to conduct an in-depth study of the preparation of Village SPM as a standard in fulfilling basic needs in the village in order to realize prosperity in the community and support development in the village.
