Collaborative Strategy for Developing the Archipelago and Small Outer Islands in Disadvantaged Regions
Case Study of Mentawai Islands Regency

Based on Presidential Regulation Number 63 of 2020 concerning the Determination of Disadvantaged Regions for 2020-2024, there are 62 disadvantaged regions for the period of 2020-2024. 14 out of 62 regencies are considered as Small and Outer Islands, which are Alor, Asmat, Aru Islands, Mentawai Islands Regency, Kupang, Southwest Maluku, Nias, North Nias, Rote Ndao, Sabu Raijua, East Sumba, Supiori, Tambrauw and Tanimbar Islands.
From the PPM aspect, Mentawai Islands Regency has the lowest percentage of poverty compared to 13 other regencies with a value of 13.97%. However, compared with other regencies/cities in West Sumatra Province, Mentawai Islands Regency has the highest percentage of poverty. From the HDI level aspect, the Mentawai Islands Regency is still in the medium category with a value of 62.19 and ranked 11th out of 14 regencies. However, when compared with regencies/cities in West Sumatra, the HDI level of Mentawai Islands Regency is in the lowest position.
Based on the results of the SWOT analysis with the data obtained from 100 respondents as well as interviews with several key figures who understand the conditions in the Mentawai Islands, it was found that the strength aspect which is the main priority is the fisheries and aquaculture sector. Then the weakness aspect is the lack of facilities and health personnel. The opportunity aspects are the involvement of universities, experts and specialists in supporting the improvement of the quality of natural resources and human resources. Finally, the threat factor that causes the most losses is related to disaster vulnerability.
As the result, the recommendations are increasing connectivity through optimizing the use of Rokot Airport in serving maritime and cultural tourists, the downstream process (industrialization) of banana, fish, sago and coconut/copra products, improving the quality of roads, land and water transportation in the Mentawai Islands, as well as strengthening investment climate to attract investors to Mentawai.
