The total number of poor families in villages is 2,430,586 while those who have received social assistance from the government is 1,154,172 families (47.49% of families in villages). The total number of elderly people in Indonesia is 11,319,213, of which 2,707,556 are chronically ill and 7,282,782 have disabilities. If all of this is covered by the Village Fund Direct Cash Assistance (BLT-DD), it requires a budget of Rp40,560,307,200,000,-. On the other hand, the State Budget allocated for BLT-DD is limited to a maximum of Rp17,000,000,000,000,- so it is certain that the State Budget is not sufficient to accommodate all the needs of BLT-DD. To get around this, it is necessary to prioritize the distribution of BLT-DD. The prioritization of BLT-DD distribution is based on the highest priority recipients, considering factors ranging from the condition of the elderly extreme poor who have disabilities, the elderly extreme poor who have chronic illnesses, the elderly extreme poor, the elderly extreme poor who have disabilities, the elderly extreme poor who have chronic illnesses, the elderly poor, the poor who have disabilities, the poor, the disabled, and finally the elderly.
